Under the Localism Act 2011, local communities can produce Neighbourhood Plans, setting out policies on the development and use of land in their area.  If the Plans are adopted by the District Council they will have the same weight as other Development Plan documents for the District.  The designation of a Neighbourhood Area by the Council is the first stage in producing a Neighbourhood Plan. It establishes the area to be covered by the Plan.  In areas that are not within the jurisdiction of a town or parish council, a Neighbourhood Forum must be designated by the Council in order to produce a Neighbourhood Plan.

The proposed Margate Neighbourhood Plan Forum has applied to Thanet District Council to designate a Margate Neighbourhood Plan Area (under Regulation 5 of the Neighbourhood Planning (General) Regulations 2012).

Because the proposed area does not fall within the jurisdiction of a town or parish council, the proposed Margate Neighbourhood Plan Forum have applied to the Council for formal designation as a Neighbourhood Forum (under Regulation 8 of the Neighbourhood Planning (General) Regulations 2012).

We are now consulting on these applications from 6th January until 14th February 2014.

Applications may be made to be designated as a Neighbourhood Forum for a Neighbourhood Area that is not covered by a Parish or Town Council (1990 Act Section 61F(11)).

If this Neighbourhood Forum is designated, no other organisation or body may be designated for the Neighbourhood Area until the designation expires or is withdrawn.

Margate Neighbourhood Plan Forum - this is a statement submitted by the Margate Neighbourhood Forum explaining why the proposed Margate Neighbourhood Forum is appropriate and representative of the proposed Neighbourhood Plan Area.

Margate Neighbourhood Forum Constitution - This is the formal Constitution of the proposed Neighbourhood Forum.
