Section 9 – New Implementation Policy (Council's draft Infrastructure Delivery Plan) – RiverOak objects to any proposal for there to be reduced or no Community Infrastructure Levy (CIL) on larger sites especially if TDC chose to provide a significant proportion of its housing need via a new settlement (which RiverOak strongly objects to and especially on the Manston Airport site); Section 9 – New Implementation Policy (Council's draft Infrastructure Delivery Plan) 73. Comments Regarding Section 9: Point 1. The water delivery is looking at a new reservoir in Canterbury that is past the 2031 timeline of the local plan. What mechanism is available to ensure that this project goes ahead? Point 2. A total bill of costs would be useful to see how much funding is required for this plan. Viability is an important part of the testing of the plan. I am concerned that the cost of supporting infrastructure will not be made, and be a constraint in delivery. Point 3.

13 Infrastructure considerations There has never been an adequate analysis of the impact of new development proposals on the infrastructure (highways, water, welfare, education and social) to demonstrate the designation of any of the proposed housing areas. Moreover, the infrastructure delivery plan that was originally promised for 2015 is even now in March 2017 still in an embryonic stage with no proper costings for the majority necessary improvements to ensure that infrastructure will keep pa

NHSPS has a clear mandate to provide a quality service to its tenants and minimise the cost of the NHS estate to those organisations using it. Any savings made are passed back to the NHS. You have failed to take notice of local needs! Examples are below It was planned that in September 2014, search and rescue was to move to Manston on a permanent basis! Manston has been identified as an ideal place to put a search and rescue base as it is on a peninsula covering the Thames Eastury, North Sea And English Channel. Closing Manston as an airport has put lives at risk! It should be retained as an airport. It has the longest runway in the U.K. It can be used in Hijack/siege situations

It is good to make these proposals, but with increased central government cuts how will you ensure there are enough resources? Can you ensure there is the money available to finance this? With cuts being made to school budgets, how can the local KCC ensure the level of education?

The Town Council supports the proposal for a new implementation policy to ensure that the Infrastructure Delivery Plan is delivered throughout the plan period and throughout the delivery of each development site.
