1. Preferred Options Revisions Section 5 - New Policy - Land at Manston Court Road/Haine Road New policy - Land at Manston Court Road/Haine Road

For the reasons we explain in the response to Section 4 and 8, and the previous consultation, CPRE considers that the housing target is too high given environmental and potential infrastructure constraints. Infrastructure capacity has not been demonstrated (including highway capacity and timescale to meeting AQMP targets) and the council does not appear to have considered the extent to which agricultural land and water supply / quality should be considered a constraint. It is critical that sites

This additional allocation does not appear to affect any locally designated sites in the immediate area. Please do refer to our previous advice on loss of arable land (provided as an end note in this letter) and the need for a specific policy.[i] [#_edn1] [i] [#_ednref1] Extract of previous comments: "Kent Wildlife Trust is very concerned about the level of development proposed on agricultural land in Thanet and we are seeing considerable loss of this type of land across the whole of Kent. Land at Manston Court Road/Haine Road is proposed to comprise up to 700 new dwellings and leisure uses. The site again will be judged and permitted only in accordance with a development brief and masterplan which, as far as we are aware, has yet to be produced for the site. Any Masterplan for the site will be expected to include contributions to highway improvements; include an assessment of the site's functionality as a roosting or feeding resource for the interest features of the Thanet Coast

To the taking of more agricultural land which in turn means not only to the strain to utilities and other services but to the longer term effect to the whole area and to council expenditure.

In order to address the reasons of soundness raised in respect of the Plan above (*refers to comments made to SP11*), in particular to enhance deliverability of 925 dwellings within the site allocation, the following amendments to the Land at Manston Court Road/Haine Road policy are recommended. Recommendations 1. Allocation boundary – my Client has a controlling interest in land to the west of the proposed Manston Court Road/Haine Road allocation. This land is necessary to deliver the new link

I strongly object to these proposals mainly on the fact that this land is agricultural land/ green belt land. The other reason is putting this amount of houses near a shopping centre with unsuitable road infrastructure around the area is just madness, the current planned road improvements is just like siphoning all the traffic onto a bottle neck.

Comments Regarding Section 5: Point 1: Unacceptably this policy provides further loss of agricultural land in Thanet and should be taken off the plan. Point 2: It appears that maybe this site has not been fully thought out with the rest of the Westwood Cross area. It would have made sense to build the road at this development at the first phase of the Westwood Cross site and a rethink of the entry to the shopping area could have been considered. However it appears there has been no thought to t

Section 5 includes a new policy: Land at Manston Court Road/ Haine Road. The EFA also encourage the Council to consider the education needs of the population resulting from this residential expansion of up to 700 units at this site. The EFA welcomes the opportunity to work with landowners and other partners to identify and retain or allocate sites for the future provision of schools. Where specific locations for other schools have not yet been identified, the EFA suggest that the Local Plan set

Highways and Transportation In addition to contributions to highway improvements identified within the emerging Transport Strategy to support this development site, it is recommended that masterplanning should include a specific requirement for an internal spine road to be provided and laid out in accordance with requirements set out in the draft Transport Strategy. It is also advised that the requirements of this draft policy are consistent with those detailed in proposed New Strategic Routes
