Thanet Local Plan Review - Call for sites 2021

Thanet District Council has carried out two ‘Calls for Sites’ as part of the process to review the existing Local Plan which was adopted in July 2020. The review will result in an updated version of the Local Plan which currently runs until 2031. The updated Local Plan will run until 2040.
The call for sites invited landowners, land agents and other stakeholders to propose locations that could be added to the Local Plan and designated for a specific use.
A number of sites were submitted to us for consideration as suitable locations for specific purposes. This includes two sites submitted by Thanet District Council for affordable housing. Some of the potential uses include residential, commercial or industrial development or for open spaces.

Click on the site you are interested in and make a note of the ‘SHLAA’ number. To see the full submission, open the list of SHLAA sites here, find your SHLAA number, and then click ‘View Response’ alongside it.
No decision has been made about which sites might be included in the final version of the Local Plan Review.
These proposed sites are now being assessed to see if they are suitable for specific purposes, such as housing or employment development. These are usually referred to as ‘allocations.’
As part of the assessment process, the council must consider guidance from the government. This includes checking whether the proposed sites are genuinely available and whether it would be realistic to achieve development within the timeframe that the Local Plan covers. In our case this would be by 2040.
The council is also consulting with organisations such as Kent County Council, Natural England and Southern Water to understand their views.
Cabinet members will make a decision on which sites should be put forward for allocation as part of the Local Plan Review. There will then be a public consultation in September 2023 which will seek views from the public on the proposed sites.
Once the consultation is complete, Cabinet will review the feedback from the public and finalise the list of sites. The Local Plan Review will then be submitted for Public Examination which independent Planning Inspectors are responsible for managing.
Planning permission will still be needed for any sites allocated for built development in the final version of the Local Plan Review.
Call for Sites 2021
The Council has launched a “call for sites” to inform options for future development and the provision of other facilities in Thanet as part of the update of its Local Plan (adopted in 2020), which extends the Plan period to 2040.
We are inviting site proposal for a range of uses including:
- Housing
- Self/Custom Build Housing
- Gypsy site provision
- Employment space
- Retail provision
- Nature conservations/Biodiversity Net Gain offset sites
- Open space/Green infrastructure/Local Green Space

Sites being proposed for housing must be more than 0.15 hectares or capable of accommodating 10 or more units.
Sites being proposed as Local Green Spaces must meet the criteria set out in the National Planning Policy Framework (NPPF - para 100) and submissions must demonstrate how the site meets these criteria:
The Local Green Space designation should only be used where the green space is:
- in reasonably close proximity to the community it serves;
- demonstrably special to a local community and holds a particular local significance, for example because of its beauty, historic significance, recreational value (including as a playing field), tranquility or richness of its wildlife; and
- local in character and is not an extensive tract of land
Submitted sites will be assessed against a number of criteria, the questionnaire sets out the information that the Council will need to assess your site for the purpose proposed - their suitability, availability and viability.
It is important that any sites subsequently allocated as part of the Local Plan update support the wider objectives of the Local Plan strategy and are capable of being delivered within an appropriate timescale. Site submissions that are not accompanied by responses to the questionnaire may not therefore be considered.
