The County Council recommends that the District Council ensures the Local Plan does not unduly restrict the application of the Strategic Access Management and Monitoring Strategy (SAMMS) tariff as the Local Plan currently states that residents from all new housing must contribute to the SAMMS and this must include places such as static caravan parks which are open in winter.
