Comment | For the reasons we explain in the response to Section 4 and 8, and the previous consultation, CPRE considers that the housing target is too high given environmental and potential infrastructure constraints. Infrastructure capacity has not been demonstrated (including highway capacity and timescale to meeting AQMP targets) and the council does not appear to have considered the extent to which agricultural land and water supply / quality should be considered a constraint. It is critical that sites associated with 'inner circuit' proposals demonstrate viability and deliverability. |
