Tesco have concerns over the timescales and feasibility of the some of the sites currently considered to provide the additional dwellings required to meet the updated Objectively Assessed Need. As set out above, we are have serious reservations over whether the former airport site should be included as a strategic mixed-use allocation in the emerging local plan. Tesco also has concerns over the deliverability of Land at Manston Road/Shottendane Road and Land at Manston Court Road/Haine Road for the reasons set out below.

Land at Manston Road/Shottendane Road, Margate has been allocated for up to 250 dwellings with the first dwellings proposed to be completed by 2020-21. However, the allocation states that any proposals will be judged and permitted only in accordance with a ‘development brief and masterplan for the whole site’ which, as far as we are aware, has yet to be produced. This would presumably only come forward once the Local Plan has been adopted (currently targeted for end 2018). The allocation also acknowledges that the development should incorporate and provide for highways improvements identified in the Thanet Transport Strategy.

According to the Draft Infrastructure Delivery Plan, a number of transport improvements are required for the allocation including the provision of part of the Westgate Relief Road and the Birchington bypass. All infrastructure improvements are proposed to be delivered in parallel with the development but we consider it is doubtful whether the necessary improvements will come forward in time for the first units to be completed by 2020-21. Therefore, we consider that the Council is being optimistic with regard to when dwellings can start to be delivered on this site.
